Now that's a nice looking kart. Those torsion bars are definitely not mainstream. My guess is if they worked well they were heavier than the perpendicular to the kart centerline style.

Not sure the concept was that successful.  Pic below when first appeared at World Championships in '79, pic above from 80/81 when first homologated.

Hey, I've been wondering about that chassis myself.  I found the CR ad the other day.  I even posted pics of it on the VKA FB page.  Now we know - thanks!

Based on the strap style front spindles I would guess Emmick but I could be wrong.
